Welcome to the Council for the Built Environment (CBE)

The Council for the Built Environment (CBE) was established as a statutory body by Parliament (Act 43 of 2000) to provide leadership to, and ensure good governance of the professions, while serving as a two-way channel for coordinated input, into the restructuring and development process, between the professions and Government.

  Skills Audit

The CBE together with the assistance of CSIR and the Professional Councils worked closely with the panel of experts throughout the year in order to achieve the following objectives


• To develop a Theoritical Framework
• To study the impact of previous remedial measures
• To identify and analyse the supply of professional skills to the Built Environment


National and international trends were studied and migration patterns were studied as part of this project, and a question of how South Africa could attract more professionals and entice them to stay was fully explored.
One of the issues identified by the research was comparability of supply of Built Environment Professional skills offered by higher learning institutions. The Council of Higher Education is currently responsible for accreditation, and works closely with the CBE to ensure that the programmes offered by Higher Education institutions contribute to enhancing the employability of students, thus alleviating the skills shortage in the Built Environment fields.
In addition to information and statistics supplied by the Professional Councils and Educational Institutions, face-to-face interviews, questionnaires and internationally recognized sources were also used as part of this intensive investigation.
Due to large scope of this important and beneficial research, it is expected that the skills audit project will be completed in March 2008 with publication of the final project report scheduled later in the year.
