The Council for the Built Environment (CBE) was established as a statutory body by Parliament (Act 43 of 2000) to provide leadership to, and ensure good governance of the professions, while serving as a two-way channel for coordinated input, into the restructuring and development process, between the professions and Government.

Sipho Ernest Madonsela (Chairperson)
Mr. Sipho Madonsela, a professional Mechanical Engineer is the founder of Emzansi Consulting Engineers. Sipho is currently the Managing Director of Emzansi Consulting Engineering Coastal, Chairperson of the National Railway Safety Regulator, as well as Chairperson of the Engineering Council of South Africa. He is also a Director at Natcom (Pty) Ltd.

Sipho's engineering specialisation is in water applications, heat ventilation, air-conditioning refrigeration and general industrial services. In the past, he held the following positions: Nampak Mandeni (Project Engineer), Nestlé Bethal (Maintenance Engineer) Nestlé PmB (Project Engineer), National Sorghum Breweries, Langlaagte (Factory Engineer), and at Rand Mines (Junior Engineer).

 

 

Gwen Theron (Deputy Chairperson)
Prof. Gwen Theron holds a Master's degree from Texas A&M University and a PhD from the University of Pretoria. She is the immediate past President of the Institute of Landscape Architects of South Africa, and serves on the South African Certification Board for Landscape Architects. She is also a member of UNESCO's Cultural Landscapes Committee and the Academic Selection Committee for the International Urban Planning and Environment Association.

 

 

 

 

Risimati Lucas Chauke
South African Council for the Quantity Surveying Profession Mr. Lucas Chauke graduated with a B.Sc. in Quantity Surveying from the University of Natal, and also holds a Diploma in Land Surveying. Lucas is a past President and current member of the Association of South African Quantity Surveyors, a member of SABTACO, and was also a member of the Council of the University of Natal, which has recently merged with the University of Durban-Westville. He has recently been appointed as the President of the South African Council for the Quantity Surveying Profession. Lucas is also a Council member of the Institute of South African Architects.

 

 

 

Sarel Haasbroek
Government Representative
Mr. Sarel Haasbroek obtained his B.Sc. in Civil Engineering from the University of Pretoria, and a B.Com. Degree from UNISA. He is a member of the South African Institution of Civil Engineering, as well as the Engineering Council of South Africa. Since 1994, Sarel has been Chief Engineer at the Northern Cape Department of Housing and Local Government. In August 2003, he became Director of Housing Performance in the same department. He completed courses in Project Management at the University of Stellenbosch, Strategic Planning and Management of Municipal Infrastructure at Harvard University, and General Human Resource Management and Municipal Finance at the University of the Western Cape.

 

 

 

Sadhasivan Ronnie Perumal
Public Representative
Prof. Perumal is a senior lecturer at the University of Kwazulu-Natal (Westville Campus). He has over 35 years of personal experience in lecturing business administration in the private sector and doing research. He obtained a B.Com. (Hons.) and M.Com. from UNISA, and his D.Com. at the University of Durban-Westville. Prof. Perumal is Chairperson of the Advisory Board of Clairwood "Clairewood")Hospital, a member of the Appeal Tribunal Tender Board, a member of the Joint Campus Curriculum Committee, Chairperson of the DCC Council and a School Merger Coordinator.

 

 

 

Malcolm Campbell
South African Council for the Architectural Profession Mr. Malcolm Campbell is one of two directors of ACG Architects & Development Planners. He is a B.Arch. graduate from UCT and also holds a M.Sc. Degree in Urban Development Planning from the University College of London. He is a member of the South African Institute of Architects, and an honorary member of the South African Institute of Architectural Technologists. He is President of the South African Council for the Architectural Profession. Malcolm is a past Vice-President of the South African Black Technical & Allied Careers Organisation (SABTACO). He has also served as an academic for ten years.

 

 

 

Khotso Moleko
South African Council for the Architectural Profession Mr. Khotso Moleko obtained his B.Arch. Degree and postgraduate diploma from the University of Natal. He is the Managing Director of K. Moleko Architects. In 1996, he joined the Department of Public Works as Chief Director of Architectural Services. He is the past President of the Gauteng Institute for Architects, and a member of the Institute of South African Architects. He is also a Board Member of the South African Council for the Architectural Profession, and Vice-President of the African Union of Architects (South Region).

 

 

 

Thami Manyathi
Public Representative
Mr. Thami Manyathi currently holds the position of Head of Department at the Department of Transport and Public Works in the Western Cape. He obtained a B.Sc. Civil Engineering from the University of Cape Town, as well as a M.Sc. in Transport Engineering from the University of Berkeley, California.

Thami worked at KHK & Associates in the United States as a transport engineer from 1992 – 1994. He also worked at the CSIR, where he was appointed as Project Manager in charge of transportation planning, as well as introducing research on intelligent transportation systems.

In February 1996 he joined the KwaZulu-Natal Department of Transport as Chief Director for Transportation and Road Planning, where he was in charge of planning for the Provincial road network, freight and passenger transportation, road safety education, traffic engineering and traffic law enforcement.

 

Tsoku Isaac Lehobye
SACPVP Representative
Mr. Isaac Lehobye joined the City of Tshwane Metropolitan Municipality (CTMM) in 1995 as Valuation Officer. He is a Certificated Estate Agent and Qualified Valuer: EAAB - 1989. He is currently studying towards a B.Com. (Economics) at UNISA. In 2002 he was appointed as Head of the Valuation Section in CTMM.

Isaac is a registered Professional Valuer with the South African Council for the Property Valuers Profession (SACPVP) and has been a member of the South African Institute for Valuers (SAIV) since 1998. He has served as Board Member for the Estate Agency Affairs Board (EAAB) for the term 2000 -2003. He was appointed as a member, and subsequently elected, as President of the South African Council for the Property Valuers Profession in 2001.

He has served as a panel member on the SERTEC Committees (Certification Council for the Technikon Education) for Technikon SA (Real Estate Programme) in 2000 and Technikon Witwatersrand in 2001. Currently he is serving as a member of the said Council for the term 2005 -2009.

 

Kathleen Margaret Evans
SACPVP Representative
Ms. Kathy Evans is a senior lecturer in Property Studies at the University of Cape Town. She holds a B.Sc. in Quantity Surveying and M.Sc. in Property Studies. Between 1997 and 2000, she was a lecturer at Cape Peninsula Technikon in the Department of Building. She is a registered Professional Quantity Surveyor and practiced as a principal in a professional practice for fourteen years prior to her academic appointments. At UCT, Kathy has served as the Programme Convener for both Property and Construction degree programmes. She lectures in property finance, investment and valuations for the undergraduate and postgraduate property degrees. Her specific research interests are the impact of BEE in the property sector, property securitisation, portfolio management and investment. She has recently been appointed to the Editorial Panel of the annual SAPOA Property Research Yearbook. Kathy is a publicly elected member of the Council and is one of our representatives on the Council for the Built Environment.

 

Michael Robert Denys Deeks
Public Representative
Mr Mike Deeks is a Professional Engineer and Professional Construction Project Manager with a track record of voluntary service to the aforesaid built environment professions. Currently he is registered for a post-graduate Masters degree in Applied Ethics for Professionals. Mr Deeks has specialized in engineering, construction and project management in a multi-disciplinary environment (both locally and internationally). His experience in the built environment ranges from holding a position in the Cape Town City Engineer’s Dept, to technical and commercial coordination of major design-build construction projects within Murray & Roberts. He has held several executive portfolios and duties within Murray & Roberts including procurement, project services and proposals.

He is Chairman of ECSA’s Professional Advisory Committee for Civil Engineering, a member of its Professional Registration Committee (Engineers) and a team member for several university faculty accreditation visits. He was 2005 President of the SA Institution of Civil Engineering (SAICE), represents SAICE on SACPCMP’s Voluntary Association Committee, is an Alternate on the CETA Council and represents the Engineering Profession on the CIDB’s Stakeholder Forum.

 

Gift Phalatse Setshedi
Public Representative
Mr. Gift Setshedi is currently employed as a permanent full-time lecturer by the Department of Architecture at the University of Pretoria. His areas of expertise are architectural design, research methodology, conservation, documentation, restoration and renovation of the built environment, and urban design and housing.

He is currently studying towards a PhD in Architecture at the University of Pretoria. He has a Master’s degree in Architecture (MArch), a Diploma in Architectural Engineering (BArch) obtained from AUT, Greece, as well as a Certificate of Modern Greek Architecture at AUT. He has presented and published papers at international conferences. Some examples are: documenting the post-apartheid genius loci of Salvokop with a recommendation for the rehabilitation process, and surveying the remaining architecture of the lime concrete ruins of the Fort Laramie National historic site. Gift’s community involvement included being a representative of the South African students in Greece for the period 1994 – 1998.

 

Ellie Van der Hoven

Ms Ellie Van der Hoven is a professional registered Quantity Surveyor. She is a current fellow of the Association of Arbitrators. Ms Van der Hoven has held positions as Deputy Manager: Operations and Project Manager at the Department of Public Works; Cape Town Regional Office. She is currently a Director of Projects and Maintenance in the Department.

 

 

 

Rob Pullen

Mr Pullen’s area of specialisation is in Water Resources Planning and Management, Flood Hydrology, Environmental Management and Hydraulics. He holds a Bsc.Eng), MSc.(Eng) as well as an MBL. Mr Pullen has 44 years experience in the field, working for different companies including Hydrological Research (Flood and Water Resources) at Wits University, Assistant Chief Engineer at the Department of Water Affairs, Director and CEO of Consultbro Consulting Engineers, and was appointed MD of the BKS Group (Pty) Ltd. in 2002, where he now holds the position of Deputy CEO.

 

 

Gerard Damstra

Mr Damstra obtained his B.Arch degree from the University of the Orange Free State in 1978. His experience includes working during vacation and after hours as an architectural student in the offices of Oscar Huwitz, Murray and Pokroy Architects, Jan Mellet Architects and the Department of Public Works. During his compulsory military training, Mr Damstra worked as architect-in-training in the Architectural office of the Quarter Master General. Since 1981, he has held positions as an Architect (1981-1987), Deputy Director: Architectural Services (1978-1990), Director: Architectural Services (1999 -2000), and is currently Chief Director.

 

Charles Israelite
SACPCMP Representative
Mr. Charles Israelite is Managing Director of the Project Management Company and responsible for a staff work force of up to 65 highly skilled personnel involved in the construction of varying projects to a value in excess of R50 billion.

During his association with SIP Project Managers, he was heavily involved in analysing and restructuring the best means of offering professional project management services to clients. This required identifying the weaknesses and needs of the building and construction industry, thereby pioneering the recognition of the need for project management services. These services are aimed at streamlining and maximising the efficiency and quality of the project delivery in a fast track commercial industry.

In 1992 he was appointed Managing Partner of SIP Project Managers responsible for the administration, management and marketing of the company. In the last ten years, SIP has managed to achieve a project turnover in excess of R20 billion. In 1998, SIP was requested by the Building Development Committee of the South African Property Owners Association to establish an organisation to formalise the discipline of Project Management in the industry. He was acting Chairperson on the Interim Steering Committee for two years. Once the Association of Construction Project Managers (ACPM) was established, he was elected President for its inaugural and subsequent years.

 

Sonette Smit

Sonette Smit is a professional Landscape Architect who is employed in the City of Cape Town's Spatial Planning and Urban Design Department. She is involved in the design and project management of the city's Dignified Spaces and various 2010 FIFA© Soccer World Cup projects.

Beki Hlatshwayo

Beki Hlatshwayo received his primary and secondary education at South African schools. His interest in engineering began after being chosen as a finalist in the Science Olympiad contest at high school level.  He studied for Bachelor of Science degrees at South African universities, Chemistry, Applied Mathematics and Mathematics at the University of Zululand, and Chemical Engineering at the University of Natal.  While working for C.G. Smith Sugar as an engineer-in-training, he was awarded a Fulbright Scholarship to pursue Masters and Doctoral studies in chemical engineering at Lehigh University in the USA. 

He is a Project Support Specialist, having gained valuable engineering and technical experience in polymers, petrochemicals, lignosulphonates and sugar during his employment at the Emulsion Polymer Institute (USA), Engen Petroleum, LignoTech South Africa and his current employer, Tongaat Hulett.  Mr Hlatshwayo also has experience participating in green field capital projects, ranging from project and budget planning through to project implementation.  Specialist skills include business systems (investment related) development and implementation, process modeling and simulation, process development and design, troubleshooting and optimisation, quality assurance and health, safety and environment.   He is interested in the financial, economic and legal aspects affecting business.

Mr Hlatshwayo currently serves as Vice-President of the South African Institution of Chemical Engineers, Vice-Chairperson of Protec (Tongaat branch), a Council member of the Africa Institute of South Africa, a Council member of the Council for the Built Environment, and a Trustee of the University of KwaZulu-Natal Development Foundation.  He had also served on committees for the accreditation of the Chemical Engineering Departments at tertiary institutions. 

Professional affiliations include the South African Sugar Technologists Association, the South African Institution of Chemical Engineers, the Engineering Council of South Africa and the American Institute of Chemical Engineers.
